Fixed it.
Decided not to follow the directions for sub directories on the site here and it worked fine.

Ok, so I just downloaded Exult for my WinXP system. I did a fresh install of black gate and serpent isle off my Ultima Collection CD, made my c:\ultima7 directory and copied the \STATIC\ directories for both games into their respective c:\ultima7\blackgate and c:\ultima7\serpentisle directories.
