I can't find any mention of this happening before:
After recently arriving in the dream realm, I headed over to the building where Cantra is, and proceeded to arm myself with some of the items to be found there. At this point, Cantra called for the guards and a freakin' Pikeman showed up, arrested me, and left me stranded on a little corner of coastline, all the way at the bottom right corner of the map. Some jail.
Anyway, I'm sure this is NOT supposed to happen, though I can't remember what happened when you "stole" dream items in the original.

There should be no getting caught in the dream realm. The stealing system is working too well again.
Cantra is running around mad imagining things that arnt there, she shouldn't care or see you taking things.
Besides, you should be suiting up with the stuff in the chest near LB.

Yeah, but there's a ring of regeneration in the nightstand by Cantra, and I wanted to at least grab a sword to keep me company until I found LB.
Come to think of it, I've had the problem with Pikemen arresting me outside of towns a couple of other times, but this was the first time it seemed REALLY strange. That and the "jail" I was sent to this time... Why that particular place, I don't know.
As far as the stealing system working "too" well- yes and no. While the above example is clearly over the top, I have also found it ridiculously easy to walk around and take whatever I want. Ironically, it is within towns that I have the least amount of trouble doing so. In Monitor, I walked into the armorer's, opened my pack, and robbed him blind with no repercussions. Then again, I was once arrested for drinking a round of ale that was sitting on the table in front of me. Guess the guards are teetotalers. Go figure.

Mmmm, ale... er, I meant it was easy to steal in the original, too.
When you're drunk, you don't care about anyone robbing you blind, you just worry about not being able to drink ale anymore because someone took your drink.
