We use a customized version of phorum 3.3.2c.
The frozen thread option (as well as the sticky thread option) is something I added myself.
If you want, you can find the patch for this at http://www.math.leidenuniv.nl/~wpalenst ... lags.patch.
It will most likely only apply against phorum 3.3.2c, though. (And it needs a minor database schema change.)

By the way, I just tested phorum 3.4.4 here, and it looks like that does have a similar feature to frozen threads. (Only they called it closed threads.)
