I was looking at the static directory of U9 and found some interesting things...
1) The file "activity.flx" contains types of activities suspiciously like U7's (Loiter, in Bed etc.). Maybe the developers had the system for schedules but were too lazy to actually *make* the schedules.
2)"misctext.flx" also has some messages like "key doesn't fit" and other *very* interesting things. It seems that the game was planned to have keys usable (not just disappearing).
3) Again about keys -- "itemtype.flx" has an item called "keyring"! Wow... Why the hell do you need the keyring if the keys just disappear after use (well, it's not "use" -- you just click on the door, it says "you unlock the door" and the key goes to Neverland)
I am not much of a programmer, but what I found may be interesting to anyone.

There are test maps found within U9s files, which you can load, and there is a keyring item in there. This was a whole huge discussion over at Horizons, where there were screenshots of such things as unfinished maps for towns, etc... I'll see if I can dig it up.

Someone said the NPC schedules could not be implemented because the NPCs kept getting stuck in walls, doorways, and sinking through the floor (no, I mean much more so than usual.)

Well, they could at least script movement. After talking to LB for the first time, heading into Britain's town square, after the mayor gives his speech, the spectators walk to their respective shops, etc.

heh i remember that i got in the way of the mayor and it took him 5 minutes to figure out how to get home.
