OK, at some point previously I obviously managed to lose the blue lens, which I had picked up from the museum in Britain.

This is rather annoying as it is the only thing stopping me completing the Forge of Virtue section AFAIK.

As a last resort I decided to try and use the cheat menu to summon it, but it doesn't appear to allow me to?

Any ideas on how I can get the blue lens, either by using the cheat menu, or by clueing me up on an alternate location where another blue lens exists?

You need to use the shape browser (Ctrl-B) to find the object you're looking for. Then create Item (Ctrl-C). It will put it in your backpack I believe.
