Does this allow you to create new Ultima7-like games?

Sorry if this is a dumb question. Is this an RPG maker? Can we make our own games (similar to Ultima 7), characters, and storylines using this?

So basically yes. For more details please read the documenatation (link I gave above) and search this forum some more.
