Sultan of Skektran (sp?)

In BG your supposed to go into his stronghold to get the etheral ring, however i can't find the entrance anywhere, the only door is the Shrine of the Codex i think which is locked :S any ideas.

Spektan is the small island just between Bucc's Den, New Magincia, The Isle of Deeds and Terfin.
