What's this relic,the shaels' ring? And where can be found?

It is also called "The Reagent Ring" and is part of the Silver Seed quest/add-on. It is a ring that allows you to cast spells without using reagents.

You get it in one of the four maze-dungeons outside the Order keep in Silver Seed.

It should be noted that it is not on a monster or anyplace 'obvious'. You have to do quite a bit of looking under stuff to find it. Something that most people would never think of doing.
