Win ME and the curse of Gamedat

*after reading the FAQ*
I can start Exult and it runs well, untill I want to start a new game. I type in the name, select gender, then I see a short flick of the red flickering background and exult is gone.
I have checked my exult.cfg and there is no space in the path, also have I set (in the .cfg) the save compression to 0. The errorlog tells me this:

Error opening file c:\uc\ultima7\gamedat\\npc.dat
errno: 2

Apparently there was no Gamedat folder created. (remembers the gamedat folders from the ancient times of the original game). I can play
by creating the first gamedat folder on my 2nd PC and then copying to the 1st PC., and loading/saving is no problem, nor is starting a new game an issue.

AMD Athlon 1.5 Ghz
256 Mbyte Ram
Windows ME
