You must finish the Mountains of Freedom first, and find your party again. Do you have the Chill spell in your spellbook? Did you talk to Hawk about "leave island"?

First Chill spell is from Frigidazzi. She gives it to Shamino. Shamino gives it to you. Then talk to Hawk. Then Julia can sell the key.
