How to get the emp to join...

I know in the game the emp does not join and you get a whistle instead to talk to the willow....however, I have one question to ask...is there no way you can have that emp join? Because when I went through Exult Studio there is an actual paperdoll inventory for that emp, that means it can join the party....is that true?

No, the paperdoll is there but no code for it.
