I was fooling around with the resolutions in the Video Options menu (this was BEFORE I read th FAQ about it so stupid me;) and I changed it to 640x480. My monitor flickered and gave a big red message that said "OUT OF RANGE".
So, I ctrl+alt+del'd and came back in. On starting Exult up, it gave the same error message. Thinking I had screwed things up, I just figured I'd uninstall Exult, which I did. Same problem occurred. I tried it once more and it still wouldn't work. So then I figured it might be with the game itself so I uninstalled it and installed it again ('it' being Serpent Isle). I STILL got the same error message. I uninstalled Exult once more, installed it again, and it still popped up.
Anybody know what the problem is?

seems your monitor can't do 640x(whatever). By default Exult starts with 320x200 with scale factor 2 (which is 640x400) in fullscreen mode. Configure your exult.cfg with more sensible values then (or just disable fullscreen). Read the documentation on what to do.

It might be possible the exult.cfg is leftover even when you de-install Exult.
In this case, just remove it or edit it to sensible values, and reinstall Exult.
