Gold Bars in SI?

Not sure what's up with this... I tried to exchange some of the gold bars from the mint in SI with Devra, at the Sleeping Bull.
I think she usually takes them, but no dice. I had already freed Hawk, and kept 3 of the 4 gold bars by dropping them on the ground before I talked to the guards... This might be because they're different than the other gold bars. The mint bars have ankhs on them; the generic SI ones don't. Any thoughts?

I can't remember precisely who's exchanges them, but if you double-click on one of them one of your team members will tell you who can.

I think that you AREN'T allowed to exchange gold bars in SI, (When you double click Iolo says, "I dunno who can exchange THOSE!") I wonder if there's a limit to how much the crooked montorian guards want? (try showing up with 8 million Montari, "tis not enough!")
