Can't break open

I can't break open chests anymore...I seem to remember busting open locked chests when I didn't have a pick.

I'm pretty sure this is working properly. There are a couple of chests you can't open by force, but most should work. It might take a couple of hits, though.

Ones that require keys are unable to be broken, IIRC. I think almost all the chests that can be picked are smashable.

Not all chests that require keys can be picked. In fact, I believe none of the chests requiring keys can be picked.

When you try to pick a lock (door or chest) and someone in your party says "Tis strange that did not work.", it means you need a key to open that lock. You can try picking it or smashing it until you're blue in the face, but it isn't opening.

I don't consider that "requiring a key". Requiring a key means it is locked and there is a key somewhere that will unlock it.

Well, requiring a key and having a key available are two different things. I would think the game has the unpickable/smashable chests set to "needs a key" or something. Whether or not the key exists in the game is a different story. IIRC, there are some chests which you can never open, pick, or smash.
