Okay... In today's snapshot, or perhaps tomorrow's, you can set 'combat difficulty' in your exult.cfg file. The easiest thing is to run Exult once, quit, and then look in the file for 'difficulty' inside a 'combat' section. It should be set to 0, which is normal. For easier combat, use negative values (-3 should be really easy), or for harder, use positive.
The numbers affect the chance of a hit, and the HP's lost if a hit occurs. I've only tested a little to see if it appears to work, so it may be that the formulas still could use some tweaking.
